Donald Lee, Executive Director

Donald Lee, Executive Director of Public Power Pool, P3, leads the Public Power Pool team.  Donald also serves as the Executive Director for the Texas Conference of Urban Counties, a position he has held since 1995.  During the 76th Legislative Session, Donald worked on Senate Bill 7, which deregulated the electric industry, by crafting provisions local governments use to form aggregation groups.  P3 has grown to become the largest aggregation in Texas.

 

David Quin, Program Manager

David Quin is the Program Manager for Public Power Pool and Association Power, LLC.  David has spent the last thirteen years working in the Texas Senate, most recently serving as Legislative Director for State Senator Royce West, who chairs the influential Intergovernmental Relations Committee.  Prior to that, he worked as a legislative aide for State Senator Mike Moncrief.  David has shepherded legislation through every senate committee and has overseen the passage of hundreds of bills and amendments.  Originally from the UK, David holds a BA from the University of Manchester and a Masters degree from the University of Texas at Austin.

 

Katie Hooks, Program Administrator

Katie Hooks is the Program Administrator for Public Power Pool and Association Power, LLC.  Prior to joining the Public Power Pool team, she worked for the Texas Conference of Urban Counties assisting in all departments within organization.   Katie has three years of experience in electric aggregation, and is responsible for office and website administration, legal assistance and contract services including enrollment matters.

 

Lori Burns, Director of Membership and Communications

Lori Burns is the Director of Membership and Communications for Public Power Pool and Association Power, LLC.  She has spent the last 7 years serving at the Texas Department of Information Resources (DIR).  As the Local Government Channel Manager with DIR, Lori coordinated local government participation in group purchasing of Information Technology products and services.  She has been in national and Texas state communications positions for over 17 years.  Lori is a native Texan and holds a Bachelor’s Degree from Texas State University.

 

Brandon Fowler, Energy Subject Matter Expert

Brandon Fowler is an Energy Expert for Public Power Pool and Association Power, LLC.   Most recently, he served as Director of Energy Market Services for Honeywell International developing energy supply strategies and analytical tools to support competitive energy procurement.  Brandon specializes in developing energy supply strategy and will contribute to energy market analysis and lead contract negotiations.  He is well seasoned in dealing with power legislation at both the state and federal levels.  Brandon’s career has included experience with large public and private organizations, where he acted as lead consultant on energy market solicitations on behalf of energy supply aggregations.  During 2000-2002, Brandon acted as lead consultant procuring power for P3 resulting in an estimated savings of $35 million.

 

Stephen Parr, Energy Subject Matter Expert

Stephen Parr is an Energy Expert for Public Power Pool and Association Power, LLC. Most recently, he served as Project Manager of Integrated Energy Services for Honeywell International evaluating and implementing energy management programs, procurement efforts, product structuring and pricing, risk management/hedge funds and generation asset optimization.  In previous positions, Stephen has managed retail mutual fund, institutional investment and hedge fund positions.  Stephen ensures investment targets are met through stock, bond and commodity trading and portfolio analysis.  He is an expert at creating market forecasts based on the relationships between wholesale power and fuel cost, generation availability, reserve margins, congestion and weather.  Stephen has led energy commodity procurement and product structuring projects in all deregulated markets in the US.  During 2000-2004, Stephen contributed heavily in the analysis and procurement for P3 resulting in an estimated savings of $35 million.
